The Region of Peel is now offering a Downspout Disconnection Rebate Program.
If your home’s downspouts are connected to the sewer system (your downspouts go into the ground), you may be eligible for a rebate of $25 per downspout disconnected, to a maximum of $75 per home. The rebate is available until June 30, 2015, when disconnecting your downspouts may become mandatory.
Disconnection of your downspouts may help protect your home from flooding during future storms, such as the one experienced on July 8, 2013.
By disconnecting your downspouts you:
• keep excess water out of the sewer systems, which reduces the risk of flooding for you and your neighbours
• improve water quality in local streams and rivers
• receive a free source of water for your lawn and gardens
A Sanitary Backwater Valve Rebate Program is also available to eligible homes in Peel who have experienced basement flooding. This program provides homeowners with a rebate of up to $700 for the installation of an approved backwater valve.

Does this apply to large buildings, industrial/commercial??
I believe this is for residential only, and just in the specific areas you’ll see on the maps at http://peelregion.ca/pw/water/sewage-trtmt/downsput-disconnection-rebate.htm However you can confirm this with Peel at 905-791-7800 extension 4409
