The Town of Caledon has filed a Regional Official Plan Amendment (ROPA) application under Section 22 of the Planning Act. As per Section 17(15) of the Planning Act, R.S.O. 1990 c. P. 13, as amended, a statutory public meeting will be held for the purpose of giving the public an opportunity to make representations in respect of the current proposed plan. The Region of Peel will conduct a statutory public meeting, as well as an open house at the following times and locations:

Any person may attend the public meeting and/or provide written or verbal representation on the proposed ROPA. If you wish to speak or provide written comments on the proposed ROPA at the public meeting, please contact the Office of the Regional Clerk no later than September 22nd, 2016.

The public is invited to provide input on matters including but not limited to the proposed ROPA, the six candidate expansion options, the three “rounding out areas”, the triangle-shaped piece of land located north of Mayfield Road and west of Coleraine Drive, and any other hybrid options.

Purpose and Effect of the Proposed Amendment:

The purpose and effect of the proposed amendment is to revise and add policies to the Regional Official Plan, including related Schedule revisions, to expand the Bolton Rural Service Centre in order to accommodate planned Caledon and Region of Peel growth to 2031 in accordance with the Provincial Growth Plan. On July 21, 2016, Regional Council directed staff to proceed to a statutory public meeting with a proposed ROPA based on Option 6 and the Triangle lands as shown in the key map. The proposed ROPA further provides for the creation of a Study Area Boundary surrounding the Bolton Rural Service Centre within which additional growth for Bolton beyond the 2031 population target is anticipated to occur.

Location of the Subject Lands:

The lands identified as the area of expansion in the proposed amendment are identified as Option 6 and the Triangle Lands (Subject Lands – Expansion Area on the key map), and are located west of the Bolton Rural Service Centre, south of Healy Road, east of Humber Station Road and north of Mayfield Road, with a net developable area of approximately 185.0 hectares. The Study Area Boundary lands (Subject Lands – Study Area Boundary on the key map) are generally located north of Mayfield Road, north and west of the Bolton Rural Service Centre, and east and south of the Greenbelt lands.

Through the proposed ROPA, the Region also proposes to bring the existing St. Michael Secondary School (Subject Lands – St. Michael Secondary School on the key map) into the Bolton Rural Service Centre boundary. The secondary school is located at 9130 Columbia Way.

Official Plan Process:

If you wish to be notified of the decision of Regional Council – Regional Municipality of Peel on the proposed Regional Official Plan Amendment (ROPA), you must make a written request to the Office of the Regional Clerk at the address below.

If a person or public body does not make oral submissions at a public meeting or make written submissions to the Regional Municipality of Peel before the proposed ROPA is adopted by Regional Council, the person or public body is not entitled to appeal the decision of the Regional Municipality of Peel to the Ontario Municipal Board.

If a person or public body does not make oral submissions at a public meeting or make written submissions to the Regional Municipality of Peel before the proposed ROPA is adopted by Regional Council, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Municipal Board unless, in the opinion of the Board, there are reasonable grounds to add the person or public body as a party.
